Purpose

Let's build out an HR team in the Len County Government.

  • The idea is to contrast with Jiaolong's mind-controlled ideal perfection. The real world is messy and the characters are self-interested and easily distracted, and Jiaolong is a basically fantastical element. The inclusion of the real HR department says the author is aware of the messiness of humans, but Jiaolong is an exception because of the necromantic mind control.
  • The idea is to normalize the "play" of powerful people without it making it look like your government's wholly ineffective and useless. They should generally work fine, but show the background of the world as complex and human.
  • The HR department doesn't have its own major storylines or events, but rather have several very minor background threads that are recurring in "real" character events. The HR department doesn't get their own triggers, but you experience the story through other people's events, primarily Jiaolong, Yaling, and Winny (maybe Jingfei).
  • The focus is on the very human mess, not administrative and bureaucratic boringness. Alongside sex scandals are opportunities for drama and passion, which can be fun.
  • Jiaolong's not related nor is she responsible for any of the drama within the government, she's YOUR household secretary which is its own separate institution. Jiaolong is not part of the government that the HR is part of, she's a personal PA for you, and don't interact with them except when told to pass along messages.

The HR Department

  • Human Resources department at the Len County Government.
  • More flawed and messy humans to contrast with Jiaolong's necromantic perfection.
  • stereotypical sorority types
  • Loves sex with the powerful people, nobles in government
  • Lots of sex scandals
  • 3 main characters, 2 "barely named" other characters to fill out the team
  • All 3 main characters are sleeping with a higher up they should not be.
  • Jiaolong does not need to confront them, just make a decision to watch over them and only make changes if it interferes with the operations.
  • Nobody is sleeping with an underling only a higher ranked person, they're all non-noble. They're just horny and the powerful are naturally more attractive (not for advancement really, though it helps). Power is an aphrodisiac.
  • They protect people and get up to other negative stereotypes of HR departments.

Elements

We need to cover (could just be one small instance or an ongoing trend):

  • Rai Shing Wa (CPO) - 53, passionate love affair with Gao Feng. She would like to sleep with you but she knows it's not going to happen. Keeps propriety outwardly. Talks a big game about power imbalance and inappropriate conduct but actually huge hypocrite. The most developed out of the HR characters. Married to a wealthy CEO (childhood friend), there is nothing wrong with their relationship, she knows how to be wifely and perfect to him as well, they still love each other.
    • She gives off maternal authority, and you like her. She knows how to present to you perfectly, and you're mostly unaware of her shit. You told Jiaolong long ago that certain drama are beneath your notice and she knows not to inform you of useless tea.
    • She does her job well otherwise, but is gossipy and uses her power against people who could expose her.
    • The love triangle between Rai, her husband that she loves, and Gao Feng who she has a passionate affair with is a significant drama that warrants several mentions and being majorly shown within events.
  • Cilia Eun (Service Liaison) - Sleeping with Qian Hu. 32, kinda flirty and tries to hit on you (once in the story). You ignore her and she's jealous of Jiaolong who she thinks is sleeping with you. Not married but has a boyfriend who's a knight (who's also cheating on her but neither of them knows about the other). Minor part of the story and isn't too relevant, no extended drama here. Coordinates with the Len Employee Relations Department.
  • Huapen Diang (Personnel Administrator) - 28, infatuated with Ryube. Married to a middle manager in a tourism company who has an addiction to having sex with Hila.
    • I want to use Huapen to build up Ryube as well, let's give this some drama.
  • Jiaolong being looked down on by
  • How Jiaolong hears about things
  • Yaling could use the office to help with her nesting initiatives.
  • Jingfei's event could show Ryube with Huapen?
  • HR protecting their secrets and hiding the affairs
  • HR doing something that shows them protecting the higher ups vs underlings
  • HR minimizing scandals and wrong-doing. Let's have a case of them hiding a boss-employee relationship, where the boss gets an underling pregnant, promise her a promotion, but then wasn't powerful enough to actually promote her and she got fired for underperformance. Now she's trying to get revenge on the boss by reporting to HR.
    • And it's always solfrey who they fail to protect, because of course they don't protect commoners... nobody cares about commoners and it wouldn't be scandalous at all.
    • Very minor issue that's brought up in the background of other stories, just kinda mentioned rather than a major part of any event.
  • HR talking a big game about power balance and dynamics.
  • Examples of the HR being competent overall (getting things done).
  • Examples of Rai's interactions with you.
  • I think the HR characters can have the some role to play in the Piyse Politics arc where there's some discussion about who's fit to lead local governments.

Number each of these subpoints and explain what type of scenes we can use. We're not going to create like a dozen scenes though, use existing scenes for other stuff or scenes with multiple of these points covered.
