Solfrey babies taken from noble families that are anonymized and brought up in service of the Yan. This is seen as a sacred duty by the nobles and important to the governance of the Yan, as all CoD members ultimately come from the Cloisters.

They are deliberately indoctrinated in a globalist view, believing themselves to be the rulers of the world, above any King and to love no other than the Yan. They are taught the most advanced magecraft, honed to be scholars, rulers, and enforcers.
